I am looking for a Windows or linux-based auto-attendant telephone
answering system ("dial 1 for x, etc."), that uses a voice card in the
PC. It needs to have multiple mailboxes, and it needs to send the
voice messages, after they have been recorded, to various email
addresses, with the messages attached to the emails as WAV or some
similar file. (This is similar to how the J2 service works, except
that I want the system to run on my own computer.)

You might want to look at NCH Swift Sound and their “IVM Telephone
Voice Assistant”. The “Small Business” version of the program has 9
mailboxes and 1 menu. The “Professional” edition has an unlimited
amount of mailboxes and unlimited amount of menus that can be chained
together. The “Professional” edition also allows for the use of up to
3 telephone lines. All of these versions have the ability to save
voice messages to the hard drive and then send an email to a specified
address with the message attached. There are many other features and
“plugins” for the software. You can find more information about the
software at http://www.nch.com.au/in/ggivm.html . The Small Business
edition is $48. The Professional edition is $85. There is also an
Enterprise edition that allows for up to 64 telephone lines, which
costs $245. Also take note that NCH Swift Sound is located in
Australia, but those prices are US dollars.
