I am a member of an organization that prohibits any secret balloting whatsoever. This is exressly stated in our Constitution and Bylaws. Usually voting for officers is conducted by voice vote. This time, however, some people want to have pre-printed, written ballots and conduct the election in this way. They say that "secrecy" will be avoided because they will require voters to sign their name at the bottom of the ballot. In addition to the logistical problems this will cause, I want to know if there is any rule or precedent in Roberts' Rules of Order that prohibits or discourages such a method of voting. (Roberts' is our default parliamentary guide.) I have read the basic section that covers voting, but am looking for more cogent argument/interpretation. |
