a software to break denied internet sites

Most of interesting sites have been deinied by Government sector.
Specially news sites like: BBC , CNN, VOA,   etc.
I need a sofware better than "TOR" at least to access my own favorate sites.

Don't they chop off hands and heads there?  I wouldn't chance it for web surfing.
