This is my question and its context. Suppose someone desires to
provide data (content, if you wish to call it that) via the Internet,
accessible using standard (IE, Firefox, etc.) web browsers (meaning
the data would be presented using HTML and XML coded pages), and wants
the data and the servers on which it resides to *not* be subject to or
otherwise regulated by territorial (national, provincial, state, or
any other) law, or international treaties. If it *is* absolutely
necessary for the data and the server(s) to be subject to such laws
and treaties, then the question is more about which jurisdictions
would be the least intrusive about the matter.

I am only seeking  information relevant to 1) whether it is possible
to offer data in this manner for under 5000 US dollars per year, and
if yes, then 2) in general, what steps would be necessary to set up
such a service- is there an ISP offering this to the public (I am
asking on behalf of a non-profit educational foundation registered in
the USA)? Or would it require more work to set up than just purchasing
Web space and bandwidth from an ISP? A simple sign pointing the way to
where I can get this sort of service is sufficient to answer my
question, such as an appropriate URL or document found online or
offline. I am a reference librarian, so I can do a lot with only a
little bit of information. :)

The amount of data that will be provided would be quite large by
current Internet standards. For the sake of the question, say 500
gigabytes of stored data and a need for at least 125 gigabytes of
available transfer bandwidth per month.

The economic aspects of the equation are not relevant except in
calculating the cost of the actual connexion to the Internet (i.e.,
would one have to set up a new ISP? would the task require connecting
from a location where the costs of Internet connectivity are unusually
high?). This means that personnel wages, cost of computer equipment,
security software, and any other element is not part of this question.

And, no, this has nothing to do with illegal music, movie, porn, or
illicit copies of software. My reasons for seeking a regulation-free
method of providing online data are philosophical- I disagree in
principle with nation-states having the power to regulate the Internet
via legislation and judicial proceedings.

If you need clarification of any part of this question, please feel
free to ask. The amount offered for this question is low because I
plan on giving an appropriate  tip to whomever can provide a good
answer. The tip amount will depend on how well the question is

The USA has a limited freedom of speech - that doesn't appear to
extend as far as allowing links to deCSS.

Indeed. The deCSS fiasco became legendary in a very short amount of time. :)

As far as Havenco is concerned- yep. That is the one place I found
that might be able to do it with no fuss at all, except that their
rates are sky-high. Thank you for the thought, though.
