Is it possible to write a script that will automatically download data
from this web site: https://indianocean.sc.egov.usda.gov/ACR/ by
cycling through every state, county, commodity and year listed in the
respective fields?

In other words, the web site will only allow me to download data for
one county-commodity-cropyear, but I would like to have the entire
dataset for all counties and commodities and years.

If possible, how much would it cost to pay a programmer to do this for me?

Its definitely possible, languages you would want to look at doing
this in are: perl, applescript, ruby, or javascript.  I imagine it
would cost you around 20-50 US dollars to do something like this.

The best place to find someone would be either school campus (might
even get a comp-sci person to do it for free), Craigs List
(craigslist.com), Google Base (base.google.com), or Rent-A-Coder
(rentacoder.com).

Storing the data in flat delimited text files is fine.

Well, if you want, I am available to do this for you.  It may take me
a day or two to finish, but I can get you the script and data.  I
would charge $35, and as you say wanted, will be dilimited delivered
in dilimiited text files.
