Can you find a link for a map of old Russia, dated no later than 1921,
that shows the location of cities named Neu Tarlyk or Neu Laub?

I doubt that there are maps of Russia showing Neu-Laub (Neu-Tarlyk is
actually the same place) because it was just a small village. Instead,
should we try to find a local map showing the place?

I believe the town you're looking for is shown in the middle of this map:

It's modern version is Novyy Charlyk (right in the map middle, at a small lake).

By adjusting the zoom level, you can see the town in the context of a
larger map of Russia -- the town stays in the map center, though it's
name will disappear as the map scale increases.

Let me know if you think that's the one.

If you can find a local map that would bb great. Please note the other
response I received saying it was renamed to Novyy Charlyk.
