I wish to convert DEM (Digital Elevation Model) data to flight
simulator 2004 mesh scenery format.  I have the files from here
http://www.geobase.ca/geobase/en/data/cded1.html that I wish to use.

Could someone layout a procedure for converting these files to the
proper format through to importing them into Microsoft flight
simulator?  The only limitation is I can't pay more than $40-$50 for
any software required.
I'm hoping for a step-by-step kind of answer, doesn't need to be
actual click-by-click step through, just easy enough an experienced
user can figure it out.
