I need a free sight for running car tag numbers in north carolina to
find out the owners information

I buy houses in Charlotte nc and need a person that can find owners of
vacant houses. A researcher that wants $500-$1000 per house I buy.

I sometimes find old cars left at empty houses that have the tag on
them. It is something that would help me find the owner of the house
to buy it. But if you can no longer get DMV info it will not work.
After someone explained that to me I got the idea that someone who is
an internet researcher may be able to help me locate home owners using
their skills. For this I can pay really well for each house I buy.
$500-$1000 per house.

You can't. Owner data is protected by privacy laws. Also, the DMV will
not give the information to third-party databases.

DMV searches have been restricted since not long after actress Rebecca
Schaeffer was murdered by Robert Bardo, who got her address through
the California Department of Motor Vehicles. Following her death on
July 18, 1989, the Screen Actors Guild got the DMV to restrict access
to records in hopes of preventing further such incidents. Most, if not
all, states restrict this information.

Your clarification makes no sense. Vacant houses don't usually have
cars associated with them, and real estate ownership is generally
public information. Any property that has owners who have covered up
their ownership tracks is not one you are going to buy anyway.

The county assessor's information on property ownership is available
to the public and maybe online.
