Having gone through the process of adopting a (fantastic!) little girl from
China, and being a researcher, and having done a modicum of research on the
subject, I don't know if there is verifiable information on this topic.
Numbers range from 500,000 to 2,000,000 children being in something around
10,000 institutions, such as foster homes, orphanages, etc. in China. My
own research and experience indicates that almost all, if not all of them,
are available for adoption, regardless of special needs, etc.
From my feel on the topic, most, say at least 95% of them, would generally
be considered healthy. Almost all them have conditions that come with being
institutionalized, so state of health has to be interpreted.
The number of these being infants or young children is a good question, but
some really rough numbers would indicate that possibly 50% would be 3 and
under.
