if i give you the address of a house, can you check public records and
give me the owner's name and phone number?

We won't provide the name and phone number, as it is against Google
Answers policy to do so.

However, we CAN provide you with the tools to do so yourself.  In
particular, there are address lookup systems available nationwide
(presuming you're in the US).  If you tell us the city and state where
the address is, we can also check for local property records that you
can make use of.

A person may obtain this information from the City Hall of the
township in which the residence is located (that is assuming of course
you're in America), however, this would have to be done by yourself as
providing personal information via the Google Answers system would
violate the TOS.  If the residence is outside of any city limits, the
local County Clerk's office will be your best bet.

The information in the files of the county assessor's office are
public, and they may be online  - usually searchable by address or
parcel no.  Then you can probably find the telephone number on the
web.

Even easier than that...from my days as a telemarketer (shudder), I
remember we used a big blue book called a cross-directory. We could go
down any given street in our city and call every neighbor on that
street.  These directories should be available in your public
library's reference section.  Hope this hepls.
