How do  you  make sure someone  who hasn't filed federal taxes  is
investigated by the  Internal Revenue Service.  I know for a fact  they
haven't filed  and  though I've  tried the IRS locally  will not  release
information or  discuss the  case.  I think this is  "  run up a big bill
with  the Feds and then settle for less"  mentality and I  want to
stop it.

Have you called the IRS tax fraud hotline, 1-800-829-0433?

The IRS will not discuss the case with you because it is none of your business.
By reporting the suspected fraud you have no greater right than anyone
else - which means none - to know about that person's business
relationship with the IRS.
Let it go.
