Is it reasonable to include punitive damages in my claim to recover
legal expense in a situation involving collision at sea where the
Coast Guard incident report assigns 100% of the fault of collision
listing violation of five navigational rules to the skipper of vessel
that struck and sunk my vessel and no blame to me in a lawsuit under
consideration in the US district court in Portland Oregon?
