Hi, I am looking to find the text of a contract made in September 2004
between NASA JPL and Firestar Engineering and  for the purpose of
developing Nitrous Oxide Fuel Blend Optimized Breakdown System
(NOFBOBS).  The contract was for just less than $600k.

There is no answer at this time.

You need to file a Freedom of Information Act request with the
Contracting Office that award the contract and pay the cost of repro.
