My email service is via MSFT/Outlook Express. Any email I receive that
has an attachment has the following message:
"OE removed access to the following unsafe attachments in your mail:
xxxxxxxx" where the xxxxxxx represents the title of the attachment. 
It matters not how safe or unsafe an attachment might be.  If you sent
me an email with a blank page as an attachment, I would not be able to
open it because of the same message.

This is most likely caused by the security feature in Outlook Express.
Open the program and Choose from the menu Tools->Options .. you should
get a options box that looks like this :

You can see the option I have drawn a red box around. Un-check that,
close Outlook Express and reopen it, you should be able to get
attachments now.

If you can, then you might consider updating your Outlook Express. Go
to this website.

Get the latest Explorer Security update. Once that is installed, try
rechecking that box and send yourself an attachment.

If none of this works, then your ISP may be removing the attachments
even before the email reaches you. Several ISP's are starting to do
this these days. A phone call to them, to ask if this is happening
would be in order at this point.

Under Tools/Options/Security, the box "Do not allow attachments to be
saved or opened......." is grayed out and can not be changed from its
current checked status. My ISP was aware of this and was not knowingly
removing said attachments.  In fact, the last time I talked to them,
they were having the same problem with their own personal computers.

I should have also added that the security updates for OE have also
been done with no help.

Well, let's make sure that it is Outlook Express we are dealing with
here, rather than some funky thing with your ISP. Just because they
are not doing it "knowingly" doesn't mean they are not doing it. So,
let's test.

Download and install Eudora, the free version since we only want to
test the attachment problem.

Its pretty easy to setup. If you setup your Outlook Express you should
have no troubles. Make sure you restart the computer after the install
and keep Outlook from running when you come back up, or close it
before starting Eudora.

Setup Eudora up to be your mail client. There is an Import option to
import your settings from Outlook... I've had trouble with that
before, and setting it up by hand is really fast, so just do it that
way and save yourself a bit of grief. Remember we aren't settling in
here to stay, we just want to test the problem with another email
client program.

Now, send yourself a normal message, then a message with an
attachment. If you get the messages back, both of them, we know that
its your computer/outlook that has the problem. If not, then its
outside of your computer and you can approach your ISP with the new
issue.

If you don't get either of them back then there's something wrong with
your Eudora setup, try to get that fixed and try again.

If you do get the attachment back, then I'll need you to open Explorer
and go to the Help->About and send me the exact version you have. Then
do the same with Express Help->About version number.

Have you installed any security, virus protection, or other software
since this started happening?

When did you do the security upgrade?

Are you using Dialup, DSL or Cable? Who is your ISP (website if they
have one)

Are you using an MSN or HotMail account? 

By the way, I've been using this Eudora for the last couple of weeks,
and its pretty good. Since you are using Express, you might want to
play around with this for a while. The filters are much nicer.

No software or virus protection has been added since this started
happening nor just before it started.  I did the latest upgrade this
AM.  I use DSL through my INP (website http://www2.wf.net).  I use
MSN.

All through this problem, I have been able to send myself an email
with attachment and retrieve it without problem. It is only outside
ones that are not retrieveable.

Which domains are these emails coming from. I'll look for similar
problems with those domains. I don't think its you, if you are able to
send an attachment to yourself and get it. One thing to try is to get
a Yahoo account, and send an email from there to your normal address
with an attachment.

Let me know and I'll get started sleuthing as soon as I can.

The emails are from everywhere---local, in state, out of state and
represent many different servers such as AOL,Juno, cable internet such
as Cox, Times Warner etc., etc.

Do you have the free account at MSN or the paid? Also send a message
with an attrachment to edddiethegato@hotmail.com, I created this
account so that we can test this. I have been reading a lot on this
and it looks like MSN's virus detection is a bit screwed up. But lets
test this and see what we can do before we hit that wall.

Hi again, 

I just sent myself 10 emails with attachments of under 1 meg, using
exe and zip files. No problems there. I sent 2 with attachmets of
2megs and they got bounced, so that didn't produce the error we are
talking about here. I then called a friend and had him send a file we
knew had a virus in it, and it showed the error you are getting. We
may have to face the possibility that the attachments you are getting
are being deleted because they do in fact have a virus... if this is
someone you know who is sending these to you, then have them send the
same file to eddiethegato@msn.com, and eddiethegato@yahoo.com, and
we'll see what happens with that.

Scratch that last request.. need to find out how get that original box
I was talking about before (first answer) ungrayed. When I check it I
get the same message you are getting from the downloads, even though
the attachments on the website MSN.com are still there and available.
That's the answer we are looking for, how to uncheck that box. Send me
the exact version of Outlook Express you are using Go to Help->About
and send all the numbers.

Here is a little story that may bring a smile.  I had not tried this
Google help process and only signed up about 5 minutes before I sent
my original call for help. In doing so, I had to come up with a
nickname.  My wife has a nickname on ebay of instcollector which came
about because when she decides to collect something she has a
reputation of doing it nearly overnight.  She thought I should be
instanswer because I am a type A, impatient personality so we jokingly
did that.  One thing is obvious--I either chose the wrong nickname or
chose the wrong problem to try to solve via long distance. I am not in
any way saying that this is taking too long because from my limited
knowledge of the problem at hand, I KNOW it is strange.  I have not
been able to locate anyone who can figure it out including my own
computer techician or the OE help center at MSN.  I haven't decided to
pay them $35 yet which might be a final resolution.  I admire MSFT in
many, many ways but having been a stockbroker for over 30 years, I
also know they will put a quarter in a beggar's hat and take out a
dollar bill for change.  I also don't like their little message that
says they did it.  If they did it why should I have to pay them $35 to
undo it?  Hang in here as long as you are OK with it and if the time
comes when it is no fun, let me know and the fee is still yours as you
have been very, very cooperative and I will so rate you no matter the
end result.  Thanks.

You appear to be using the same version I have on my computer, and you
setup appears to be the same. I can't find a single reason why that
check box is grayed out on your system. I did find this document:

which assumes the check box is available to you. I'm at a loss as to
why it is not. Nothing I've found on the web or through Microsoft
suggests that there is a setting which will do this. My only
suggestion is to reinstall the Outlook Express and see if it shows up
then. (???) Perhaps downloading the newest verision of IE or Express
will do this.

Cause: Registry entry to block attachments locked on.

Resolution:
    1. Backed up the registry using scanregw
    2. Went to HKLM\Software\Microsoft\Outlook Express
    3. Deleted "BlockExeAttachments"

Ha! No wonder they don't post that on the web.. wouldn't want people
knowing that about my software either :-) Well I'm glad its solved and
I've learned a few new things as well. Thanks for the question and I

Even though the problem was not solved, webadept gave everything he
could to help with prompt replies and more suggestions.  I think my
problem is a very, very unusual situation or is a glitch not yet
admitted to by the vendor.  I say this because a computer technician I
know has the same problem and has been unable to solve it.
