I'm considering relocating to a developing country in Asia. Northern
Thailand is my first choice, but to do my job I need good VoIP and
windows terminal login to collaborate with others around the world. In
other words I need fast, reliable broadband.

I haven't found any site out that really compares broadband quality
among developing countries in Asia, and compares that to world
standards. In my travels, I have seen brilliantly fast, dependable
internet access and pathetically slow access too. I know that South
Korea has excellent net access, but is not of interest to me as it's
too expensive to live there.

All I've seen on the net is tables comparing internet penetration and
testimonials about ISPs in forums (who may say something is good for
them, but standards are much higher when you truly collaborate
online).

I'm prepared to pay $100 - $200 per month. Feel free to answer just
about the top tier, as long as the level of service is likely to
continue (not a deal that's too good to be true).

So my questions are specifically:
* How fast is internet access in specific cities in developing
countries in Asia? Average download speeds, latency.
* How reliable is it? Uptime, quality of customer service. 
* How does it compare to places like South Korea, United States?

Perhaps I can share with you some of my knowledge about Philippine
broadband, actually DSL. What could share with you are some common
prices. The cheapest in the Philippines gives up to 192K - Php 2000 -
$40 /month. That's a promo though. $100 for PLDT in Manila can get you
a Small business DSL connection of 768K.
As for reliability, it's fairly good. There are downtimes, could
happen twice a month, since broadband facilities are still being put
up as I write, but never happens in a crippling manner. I'm not sure
if other countries are priced at the same scheme - or if someone with
dollars comes in, they'll charge a new dollar price. Hope that helps a
bit.
