Who should someone contact at Paypal if they need to discuss the
inclusion on a country in Paypal's transactional systems?

There are no contact numbers/methods available for anything but
customer support, who
simply ask if I want to set up a corporate account or circle me
through an endless cycle of voicemail systems. I have been stonewalled
by everyone I have spoken to who simply fails to grasp what I am
asking.

I need to speak to someone at a level that makes decisions on what
countries/jurisdictions are included in their service and can advise
on what can be done, if anything, by the government/financial
institions of a country to facilitate inclusion.

I am looking specifically for names, positions, and direct phone
numbers. I am not looking for the customer service number.

I've managed to uncover the names and contact information for the
following executives at Paypal:


Senior Vice President, Corporate/International Development  

Senior Vice President, International  

Senior Vice President of Global Online Payments  

Acting Director, Global Marketing  

Manager, Business Development  

Chief Operating Officer  

Executive Vice President, Business Development  


For each title, I have the person's name and email address.  I also
have telephone numbers, but these are generally the main corporate
number at the address where each person works, rather than a direct
line to the individual.

Still, with a name, and the main number, you can generally get through
at least to the front office.

Will these do the trick in terms of what you need?

From what I saw during my searching on these names, it looks as if
Matt Bannick is the one whose job most closely involves bring Paypal
to new countries.

I have tried the phone numbers, but of course they route to the
standard customer service system with limited options. I have also
sent out e-mails to the listed persons in the hope that one of them
may open a dialogue with me.

Please do let me know how things work out.

One thing to bear in mind is the time of year -- with so many folks on
vacation (or at office parties), it will be very easy for your emails
to get lost in the system.

You may want to send out another round of emails to the same folks
after the New Year, when things have settled down a bit.
