Before Prez Bush acceded to Sen McCain's amendment on the bill to
define acceptable terrorist interrogation techniques, Bush wanted to
include a proviso that would protect CIA interrogators from
prosecution in the event they were discovered to have used into
methods that might be labeled as torture. Two questions:

1) Was that indeed the only sticking point that prevented an earlier
consensus on the content of the bill, and

2) Is the current version of the bill in fact devoid of any reference
to exceptions for CIA interrogators?
