What are the States which do not check out of state driving records
when applying for a drivers license? I am turning in a license which
is clear but have suspensions in other States. I currently hold a
valid TX license. So, when I apply that will be clear. What State
can I move to where I can get a valid license. Have suspensions in IN
and FL

REALLY! Considering your admitted driving record, you really should
not have a licence. Its a privilege, not a right.

Every state I have lived in (NJ, NY, RI, FL, DC, and MD) have asked if
my permission to drive has been suspended or revoked in any other
state when I am getting a local license.

You might want to consider just keeping your Texas license. The cowboy
mentality of that state can help you here, whereas any blue state will
probably figure out you should be taking the bus... ;-)

If you search in the box at the bottom of the page with license
suspension or similar (license tutuzdad-ga)you should find a few
question on this subject that have been answered.
Basically, you have to get a license in the state where you live, and
basically, almost all states are members of an exchange of information
on points, suspension, etc.
