The number of building permits issued in 2005, 2004, 2003 for all
construction projects in the US (housing, retail, factories,
everything)

Information on the number of permits issued for residential housing is
available for the years in question, and I'd be glad to provide this
for you.

Unfortunately, the Census Bureau stopped gathering data on commercial
permits a number of years ago, and no recent statistics are available
from government sources.

There *may* be private sources of such information, but they would
only be available through subscription to rather costly services.

The closest I came regarding commercial sources is a survey of
commercial buildings that covers all stock in the US, and reports on
the number of buildings that were actually *constructed* for different
periods, such as 2000-2003, 1990-1999, and so on, backwards in time
(the report only covers buildings up to 2003).

Let me know your thoughts on how (or whether) to proceed.

Thank you for your efforts but I needed to know if data on all types
of building permits for those years were available. I cannot authorize
any additional spending.  Thanks for your assitance.

As far as I know, the type of data you are seeking is not available.

Scroll to the bottom of the page and use the two links titled Housing
Permits and the other Commerical Permits. The residential will display
the C40 publication in either .pdf or Excel (your choice), multiple
years are listed. Then go back and follow the link for commercial. You
can also call the census bureau, I did, and this it their best way to
query your answer.
