First of all, you might want to advertise in local Atlanta newspapers,
because there are probably many English speakers in yoru region who'd
love to learn Korean.
Also try the CraigsList for Atlanta - write the same message there:

You might not have understood. These sites would arrange for you -
after you advertise an ad (or answer the ads on the site) - to meet
someone who wants to learn Korean and would teach you English. Exactly
what you wanted.

Writing to Craigslist - step by step
(1) Click on "post to classifieds" in the top left side
(2) Choose "community"
(3) choose "activity partners"
(4) Write title: "looking for a conversation partner English-Korean"
(5) Location: write "Atlanta GA"
(6) Posting Description: "I am a native speaker of Korean is looking
for a language partner, native English speaker, who'd help me to
improve my English in exchange for teaching him/her Korean or
improving their Korean." DO NOT write your phone or email, unless you
don't mind that it would be posted on the Internet, where anyone can
see.
(7) Write your email at the bottom of the page (where it asys "Your
Email address: (We need this to send you the self publishing kit.)"
but choose the option "reply to: anon-xxxxxxxxx@craigslist.org
(craigslist anonymizes your real address and relays replies to it)"
.
(8) Do not check the box saying " ok for others to contact you about
other services, products or commercial interests "
(9) Click "Continue"; then "Continue" again; then "Accept the terms of use"
(10) You will receive a screen saying "You will receive an email
shortly, containing a link that will allow you to:
* publish your ad
* edit your ad
* delete your ad
KEEP THIS EMAIL -- you will need it to delete your ad when you are done with it."
(11) Go to your email box. Choose Craigslist email (the title should
be "POST/EDIT/DELETE" and the title of your ad) and click on the link
in the email.
(12) Click on "publish"
