I am trying to find information on a short story called THE BET by
Anton Chekov.  I would like to know amongst other things if it has
been published in English and if so where and how can I get a copy. I
would also like any background, history etc

An English translation of  ‘The Bet’ written originally in 1889 can be

translated by Constance Garnett. (some sources mention Garrett)
‘The Bet’ is a short story in Chekov’s “The Schoolmistress and Other
Stories” publication, available to read in these various downloadable
formats, my own preference is for Acrobat.
