I'm looking for the name of an old movie, which if i remember well was
black and white.  I dont remember much of it, but I know the
protagonists were some kind of criminals, which after a failed robbery
(i think) take refuge in a sort of house.  In the end only 2 remain
alive and they are being flooded by police who want to get them out. 
So they kill each other to avoid capture.

I should have stated this in the question.  They kill each other by
embracing and shooting each other in the head.

The plot that you've described reminds me of "Operation Daybreak":

"The plot involves resistance fighters / allied soldiers fighting the
Germans behind the lines in france or belgium. One of the last scenes
is set in the crypt of a church. With the two main characters trapped
by the Germans who decide to flood them out. As the water rises they
realise there is no escape and simultaneously shoot each other in the
head in a desperate suicide pact."

"Operation Daybreak" (also known under the titles "Seven Met at
Daybreak" and "The Price of Freedom").

I think you might be thinking of an old Humphrey Bogart move called
The Desperate Hours (1955).

no, it's definately not a comedy, so Ladykillers is out of the question.

It could be Operation Daybreak though, I saw it too much long ago to
remember the details, and the plot seems to make sense with the bits i
remember.

Yes, the film you've described is definately "Operation Daybreak"
It was based on the true story of Czech assassins who were trained
here in Leamington Spa, Warwickshire and parachuted into Prague to
kill Heydrich, Himmler's right hand man and the architect of the
concentration camps.

Oh yeah, I just remembered that the mission was called "Operation Anthropoid"
