I am looking for articles that provide examples of using the 'sale and
leaseback strategy' in infrastructure projects, preferably transport
projects!

I am offering you the question with a guaranteed tip if you could add:

1. 2 more sources addressing this subject in England.

2. Explain how to 'refinance at breakeven' these transport
infrastructure projects with examples in Europe, preferably in
England.

Well, perhaps that is not what you are looking for.  I thought that
the projects mentioned on the lawyers' sites might lead you to
something more useful.

On another site, it was mentioned that Ontario's interest in Sale and
Leaseback is stymied by a law prohibiting sale of assets required for
infrastructure.

Thank you for the nice words.  As a mere commenter, I cannot "answer"
a question; only G-A Researchers with blue names can do this.

There are indeed a few sources from England, though I cannot remember
how detailed they were.  I had assumed that you would prefer a US
orientation.
As to the requested "explanation", that is beyond my knowledge, so  -
since I do this just for fun -  I will leave it to a Researcher to
take over  - and hope one does.

Incidentally:  I searched mainly with:   "sale and leaseback" rail OR subway
because I was originally seeking my local Frankfurt project and then
discovered other sites.  A different search term would probably find
other sources, perhaps more neutral explanations that would talk about
"refinance at breakeven."

Let's hope that someone with financial savvy comes along.  If you need
an answer by a certain date, let us know.  Otherwise, keep the
question open for a while, maybe post a new clarification just to
bring it back to the top of list.
