 There is a wick inside the cap that lifts out with the menthol on it.

It appears that "Vaporizer in a Bottle" is no longer produced by
Columbia Laboratories.  This product was acquired by Lil' drug Store
Products, Inc. on December 29, 2000.

Thank you now I have another question for you I am looking for "Glade
Spin-Fresh" toilet paper refills the refills are strips filled with
like Tropical Mist and they used to be by Johnson wax as manufacture. 
Can you help me with this one too?
