I have not yet registered with Register.com for a new website. Does
GOOGLE offer websires, if so where do I go to get information and
build my new website through Google?

Greetings!

The short answer is, no, Google does not offer websites.  However,
lets take a look at what is available and what you will need.

Google.com is a search engine -- they index and provide searching for
information on the internet.  They only host their own website and
applications, and no one can 'buy' space on the Google servers.

Register.com is a Domain Name Registrar - they take your money and
register a unique domain name with the InterNIC, the central name
servers for the Internet.  They also provide some other services, like
domain hosting, DNS service, etc.

In order to have your own presence on the internet, you will need two
things.

1) A domiain name, the unique '.com' that identifies you.  This is
available from Register.com, as well as other, less costly options,
like dotster.com.

2) Somewhere to host the information (content) that will be available
at your domain name.  This is the ISP or hosting provider. 
Additionally, you will need them to provide DNS (Domain Name Service)
for you so that people typing in your domain name will be directed to
the server that holds your information.  My personal preference is
http://www.pair.com/ .  They offer basic domain hosting for as little
as $5.00 per month.  They also offer many other services, including
e-commerce hosting, secure hosting and more.
