i watched a movie in 2002, 2003. i believe it was an independant
movie, but don't hold me to that! :)

things i remember...

- beginning we see a guy in an apartment, very soft atmosphere/colour, almost sepia
- meeting someplace where the people watching get put to sleep and
it's actual some aliens or something that are doing something to the
people there

That is all i remember! :)

What you mention sounds similar to <a
href="http://www.imdb.com/title/tt0118929/" target="_blank">Dark
City</a> (Link to IMDB resource).

Stars Keifer Sutherland, Rufus Sewell, William Hurt, and Jennifer Connelly.

Could it be "The Sandman" (2001) or "Night Sweats" (2000)? If either
of those are it, let me know and I'll research it more fully and post
it as an official answer.
