Whenever I try to download an executable file (.exe) on my computer
the dialog box that offers the choice of 'run' or 'save' freezes and
the progress bar that shows the percentage of the file downloaded
shows no progress. If I reclick the 'run' or 'save' option, the
dialog box starts to flash and beep. No window comes up that says I
have chosen a security level that does not allow downloading
executable files. Can you suggest a possible cause for this problem?

What is your exact operating system?

Did you install all updates which apply?

How are you downloading (for example, ftp? ? (be specific)

What are you downloading and where from?

How large are the files you are downloading?

What speed is your connection?

What directory are you trying to save the files to?

Are these files which need to be downloaded before you run them? Or
are then install programs which can be executed without downloading?

What are your chosen security options? Is it that you have low security options?
