What are the PROS and CONS of a Tripartite Organizational Structure to
deliver services at the U.S. local, state, and national levels to
members?  (This is applicable to association levels of members; do
any businesses use similar tripartite structure?)

Clarification:  Associations can be single level (i.e. state
association), dual level (i.e. must belong state association and local
association, too) or tripartite level - national state and local.  
For example - the Nat'l Assoc. of Realtors.  The project is:  Is this
the best way to set up an organization - are their business models
similar to the 3 levels that excel?
