I have a GE Dishwasher which is about 2 years old, out of warranty. 
The dishwasher in not emptying the rinse water.  Is there part that I
could replace myself without getting a serviceman

If the dishwasher does not wash either, then the underpowered motor
might be stuck.... If so you should turn off the circuit breaker
(powering the dishwasher) and then remove the bottom panel and then
turning the fan blade carefully of the motor until it feels like the
rubber-bands holding back the fan are released.  This is quite common
especially if the dishwasher (ge only) has not been used previously
for a week or two.  ---------  Otherwise, some of the ge dishwashers
have a drain solenoid valve that needs to snap into place when the
dishwasher's timer calls for drain. I am not trying to take $2 away
from the researchers, but I couldn't resist since I have been
repairing appliances for 26 years.  DON'T FORGET TO TURN THE POWER OFF
BEFORE YOU DO ANY OF THIS AND...... BE CAREFUL NOT TO GET CUT ON THE
SHARP EDGES.  AND... DO NOT PLAY WITH ANY WIRES IF YOU DO NOT KNOW
WHAT YOU ARE DOING ..... GOOD LUCK  jr
