How do a xfer a user?s profile from one win 2003 server to another?

I want to be able to move a user from one of our Win 2003 Terminal
Servers to another one.   I tried just copying his profile folder the
one in C:\Documents and Settings\, but it lost his Outlook 2003
profile/settings.

The server is a stand alone server right now, but will be upgraded to
a Domain Controller in a few days.

Is there some shareware or innexpensive program that will do it?

Will it be easier or harder to transfer the settings then?

Let me restate the question in clearer text:

I want to be able to move a user from one of our Win 2003 Terminal
Servers (Shipton3, a Domain Controller) to another one (Shipton4, a
stand alone server).   I tried just copying his profile folder the one
in C:\Documents and Settings\, but it lost his Outlook 2003
profile/settings.  I want to be able to move all the users if I can
get this to work.

The destination server is a stand-alone server right now, but I can have it:
A-Join the domain
B-Upgrade it to a BDC on the current domain
C-Upgrade it to be a DC of a brand new domain (our preferred choice if
xfering the profiles wasn?t needed).
D-Leave it as a stand-alone server

Would any of these 4 options be easier or harder to transfer the profile then?  
Is there a way to do it at all?
If not, is there some shareware or inexpensive program that will do it?

I am not sure whether this program exists in Win2k3, but for older
version the simplest way would be to use the File & Settings Transfer
Wizard, which can be found in Start -> Programs -> Accessories ->
System Tools.

This is a simple process to transfer all profile related information
from an old computer to a new one.

I doubt this would work for copying from one server to another.  

There must be a way to xfer user?s profile (i.e. his documents and
settings folder) from one win 2003 domain to another win 2003 domain,
and do it in a way that his Outlook still functions and his Outlook
profile is unaffected.  When we tried a stright copy, Outlook did not
work, but most of the other settings did.

If I made both server be one the same domain would that help?  I
havn't made the 2nd server a DC yet, it is still a stand-alone.
