I want to know whether there is or was a United States International
University that offered Ph.D. degrees in 1981 and if so where it was
located.  There is a United States International University in Kenya
that does not offer Ph.D. degrees. Was this a diploma mill?  Did it
even exist?  Did it just go out of business?

From all appearances, United States International University was a
legitimate, degree-granting university...and still is!

The university still exists, although it has combined with another
institution, and changed its name.
