As my search revealed, the artist's name is actually Dimitar (or
Dimiter) Kazakov, also known as Neron or Kazakov-Neron.
According to the data I was able to collect, he was born on June 2,
1933 in the Bulgarian village Tzarski Izvor. He visited the Sofia
School of Fine Arts until completing his studies there in 1958 and
became a member of the Bulgarian National Academy of Fine Arts in
1965. Kazakov was one of the few artists to have had his work
purchased by and displayed by the Louvre in Paris during his lifetime
and is regarded one of Bulgaria's most influential modern painters
today. He died in 1992.
Kazakov's works obviously reach notable prices today. The art gallery
Nest-Art.com offers his painting "Tenderness" for € 55,000:

Otherwise, prices are not mentioned. It seems that Kazakov is one of
the artists where money does not matter.
Today, a significant number of Kasakov's works is exhibited in the
Kazakov Art Gallery he donated to the Bulgarian city of Lovech.
