How many people will I need to
employ to start a company that 
specializes in advertising. What will
their titles be? What will each person's
duties (job description) be per their title?

What type of advertising?

Who are your potential clients?

How large is your potential market?

How many clients are you expecting to
  have on at the same time?

Would you like to select how much 
  service each client receives? (This
  will greatly affect the clients per staff
  ratio)

How much are you willing to payout on
  payroll? (this will reflect the scale
  of operations)

Is this staff working out one office? Or
  are they telecommunicating?

Is there a sales staff? Are they part of the
  advertising staff?

Are we concerned with the efficiency of
  the staff hierarchy vs payroll cost?
