I'm looking for an old Windows oil company trading game.  The game had
a grid and you bought and sold shares of the several oil and gas
companies.  You could play against computer players and whoever had
the most money or dominated the board won the game.  One of the
companies was named "Weem" or "Weems".

The game you are looking for is "Oil Baron," 
 a board-type strategy game. Build companies on a grid, trade shares,
etc
The objective of Oil Baron is to amass the largest possible amount of
wealth by creating companies and trading their stock.  You may compete
against another human player or play against the computer.

One of the companies is  Weem Oil Refining.
