Where can I learn paragliding in the Philadelphia area? (Preferably
within 45 minutes *west* of Philadelphia, not in NJ.)

the instructor you're looking for, you might want to call the clubs I

Unfortunately the only Pennsylvania link listed (Valley Forge Hang
Gliding) is non-functional, but you might find something suitable in a
nearby state.
