Hello. Used Car Dealers require local licenses to permit them to do
business. For example, here are the requirements for New York City.

The following requirements are summarized from a document I obtained
from the web site of the New York City Department of Consumer Affairs.
The document includes some of the required forms.

In a nutshell, here are the requirements for obtaining a used car
dealer's license in New York City.
1) All applications must be filed in person at the New York City
Licensing Center in Manhattan (the address is in the referenced
document).
2) You must submit a Basic Premise License Application.
3) You must provide eveidence of your business status such as a
business certificate or articles of incorporation.
4) You must have a state sales tax ID number from the State Department
of Taxation and Finance. If you don't have one yet, it can take up to
six weeks to obtain one.
5) You must be a citizen of the United States or show proof of
authorization to work in the United States.
6) You must present a government-issued photo ID when you submit your
application. There are special requirements if you are planning on
having somebody else submit the application on your behalf.
7) You must present an original Certificate of Occupancy from the NYC
Department of Buildings, stamped within the last two years, showing
approval for "USe Group 16" together with one of: "Sale of Used Cars,"
"Motor Vehicle Sales Lot" or "Use Group 9." Use Group 16 with any
other designation will not suffice.
8) You must be fingerprinted and pay a fee ($50 as of this writing) to
have your fingerprints submitted for a criminal records check.
9) If you are a sole proprietor doing business under your own name,
you must submit a notarized Shild Support Certification form.
10) You must pay a license fee between $150 and $600, depending on the
term and season of the license.

I spoke with the County Clerk of Orange County and the Town Clerk of
New Windsor, and both told me there is no local or county licensing
requirement for selling used cars. That seems unusual to me, but it's
certainly possible, especially in smaller communities. To confirm,
you can contact the County at (845) 562-5100, and the town at (845)
291-3000.
Despite the lack of licensing requirements, you will still have to
find a location that is zoned for automobile sales. The New Windsor
Building Inspector can tell you if your particular address is
appropriately zoned. The best time to reach him is between 8:00 and
10:30 at the Building Department: (845) 563-4618.
I'm not certain what you are asking regarding insurance. Please
clarify.

Also, how is it possible to get dealers plates without a license, that
does not seem possible because you need a dealers license to go to car
auctions. That information must be incorrect. Please clarify.

Sorry for the confusion, but I thought you were talking about
municipal business licenses and permits for being a used car dealer,
not automobile licenses for dealer plates.
In order to obtain a dealer's license plate, you need to register with
the State Department of Motor Vehicles as dealer, regardless of
whether you are dealing in used or new cars. To register as a dealer,
request form MV-61P from the New York State Department of Motor
Vehicles.
Once you are registered as a dealer for at least one year, you can
apply to become part of the Dealer Plate Issuance Program. Full
details are contained in the Dealer Plate Issuance manual.

Beyond the one-year waiting period, specific requirements for
participating the the Dealer plate Issuance Program include the
following:
* You must be in "good standing" with the DMV.
* You must have a minimum of 25 retail sales a year.
* You must have an approved log and a secure, locked location for
plates and permits.
* You must submit to and be approved by a Vehicle Safety inspection of
your premises, records, and supplies.
