Hi,

Chances are you're thinking of the case of Richard Oulton, who had a
dispute with his homeowners association in Virginia.

Oulton's case was featured on ABC's 20/20 on April 19 of this year,
according to VARTV.com.

Richmonder Richard Oulton, who fought his homeowners association in
Wyndham for the right to fly an American flag from a large flagpole,
is featured on tonight's '20/20' report on the growing problems
associated with rules set by homeowners associations. The ABC
newsmagazine airs at 10 tonight on WRIC (8/ABC).....

Oulton's dispute went to court before the Sept. 11 attack, but he was
said to be hoping that the resurgence of patriotism since then might
cause a reconsideration. Here are some articles on the legal dispute:

(I searched including "20/20" as a term because I vaguely remembered
seeing the report and "20/20" is the only TV newsmagazine I ever
watch.)
