Design a yearlong computer training program for teachers in the use of
multi media in the classroom giving times , location curriculumfor the
training,and how would you get teachers to attend?

Are you asking for someone to design this program, or are you asking
on how you might develop attendee interest in a presentation of a
program already in use?  A clarification would be of great help to a
researcher.

It would help if we had an idea of the technology available (number of
computer work stations, VCRs, televisions, etc. in relation to number
of students) and what sort of budget is being discussed for the
program.

Are you asking for someone to design an entire year-long program,
develop a time-table and curriculum, research training venues, and put
together a full marketing plan for that program .... all for $20?

You may want to break this into multiple questions in order to get a
full answer.

I would like to have a general idea of putting together the program. 
It does not have to be s specific week by week curriculum.  I would
like to know in general sense what the curriculum would consist of, a
general timetable, the training in general, and mosre specifically how
to get the teachers to attend.

Technology in the classrroom would consist of 4 computers, scanner, tv
monitor, internet access.

Univ. of Maryland leads the nation in internet scool attendance. Such
teacher training programs are already in place, both for 'net school
and cable schooling. If you want an elementary or secondary educators'
program, these are also in place, although I can't comment on where
Maryland ranks. I believe Alaska's public (K-12) schools are quite
good. Either way, teachers are trained here in the use of multimedia
both for in-class and remote access education.
