Some American or English sociologist or criminologist has made a
remark which I paraphrase as follows: "The trouble with the
Anglo-American criminal justice system is that it was designed for a
bobby keeping order in an English village."

  My use of quotation marks here is just for convenience; these are
not the exact words of the remark, but very close -- they certainly
represent the meaning accurately.

I received many responses, but none of them were satisfactory answers:
what I need is the exact wording and a complete citation of the source
-- that's why I posted the question again, and doubled the amount I'm
ready to pay for a full, complete answer.

   You may well have seen the quotation used, or paraphrased, in
fiction; it's a natural for use in detective stories, legal thrillers,
and the like.  But I'm almost positive I saw it in a non-fiction
context, or at least attributed to an academic criminologist or
sociologist.  Thanks for your comment.

I've run across this quote myself, separately from reading it here at
Google Answers. Like you, several years back, and my recollection is
scanty. I have a sneaking suspicion that -I- remember it vaguely from
popular fiction (something written last 10-15 years), rather than an
academic or nonfiction source, since I tend to skim that type of
reading and occasionally experience a similar difficulty identifying
origins of material absorbed in this manner. I read voraciously, too
many authors, genres, and subjects to even attempt a guess. I haven't
put any research into it at all. I'm not implying that the quote
itself is non-academic in nature, simply that it has been used in
popular literature, and might well be sourced there. This idea might
help tickle somebody else's memory or assist a GA colleague in
thinking 'outside the box' in a detailed search.
