We have a webdav account on a server hosted by our ISP. It works
great under windows, but isn’t working very well on Mac OS9.

1 -
What is the best Mac OS9 program for accessing WebDav servers? I
know there exists Goliath, and DAV. http://www.webdav.org/goliath/
Maybe more. One useful link is http://www.webdav.org. One of the
servers we are currently using uses encrypted (non cleartext)
passwords and consequently isn’t working with it, or at least we
couldn’t figure it out.

2 -
The other server is apparently different, it uses work over HTTP and
uses SSL (with a certificate) and I guess this means that is won’t
have that problem.

I’m not sure if I understand the difference between the two. I though
all webdav was over http.
