Each year the Federal Procurement Data Center produces a report for
Congress with details how what's purchased, from what agencies, and
where it's purchased.
The "Federal Procurement Report" for 2001 breaks the report into three
sections:

Spending on federal services is $137.7 trillion, if you include R&D
spending. A separate table in the report indicates that the
government spent $109.1 trillion in 2001 on "other services." The
report breaks spending into 26 categories:

The leading non-R&D categories are:
Professional, Administrative, Management Support Services: $20.3
trillion
Operating of a Government-owned Facility: $19.1 trillion
ADP and Telecommunications Services: $15.8 trillion
Construction of Structures & Facilities: $9.2 trillion
Maintenance, Repair or Alteration of Real Property: $7.14 trillion
Maintenance, Repair of Equipment: $7.12 trillion
