Is there any IEEE article, conference paper, in general, any IEEE
publication that deals with the issue of grounding internal (indoor)
substations or grounding substation on building roofs?

The article has to be informative and with good and solid content.

A friend in the UMD Engineering department tells me that you can find
complete articles dealing with grounding internal substations and
grounding substations on building roofs in the following IEEE
journals:

I asked a specific question on a specific information that needed a
specific answer.  I got a general recomendation on how to get the
information. My question was:  "which IEEE publication...." The answer
was: "look in the IEEE publications...".    Obviously I know that the
information is in the IEEE publications, but I needed a specific
article".  I do not understand how can anyone answer my question with
my question!!!!.  I am very disappointed with your service.  This
answer is stupid.  No one is monitoring the quality of the answers? 
Worst yet, how can you charge for this service?  Please return my
money.

recs--there are most certainly IEEE resources on substation grounding,
etc. (I just pulled up four in a 3-second search). However, you are
asking to have them delivered to you in full-text format, when they
don't really exist that way.
These reports are for sale. Therefore, giving them away for free is
not a money-maker. That said, many large libraries (specifially
college/univ. libraries) will have access to IEEE databases and may
well be able to help you, but that isn't necessarily something you can
get for free w/o an affiliation to a subscribing agency (such as a
library). Not everything is available on the 'net, so head over to
your library!

You may also want to review the National Electrical Code with which
most localities require the installation to conform. The National Fire
Protection Association publishes the code available at
