My husband, who was on active duty during the dates you specify, tells
me the Army Times Newspaper used to publish promotion lists. I checked
their site, but found no archives online. Perhaps you could call them
and get some assistance.(I could find no phone number online
however,website lists e-mail addresses and a snail-mail address.)
