I seem to remember once running across a program that would generate
them or a website that collected them.  I can't seem to find it now
though.

You are probably looking for alt.ascii.art, a huge newsgroup posting
area, which can be found on the link below, with much more information
on the ASCII Art community.

Ascii Art Dictionary

Google now hosts most of the Alt newsgroups in a archive, websearch
format. You can take a look at that with this link

Request for Answer Clarification by mvance-ga on 16 Sep 2002 12:56 PDT
I'm familiar with alt.ascii.art and the ASCII Art Dictionary. 
However, I only found a couple of examples of the wavy lines there. 
I'm looking for more examples of wavy lines specifically, not ASCII
art in general.
