I'd like to know how to contact (market to) a list of secretaries or
administrative/executive assistants, especially in New York City. 
Preferrably by email, secondarily by direct mail.  Do they have a web
site or association or trade group?  So I guess my question is a
request for such a list, or at least to be directed toward one.

Such marketing lists -are- available, but for a fee. Membership
directories for qualified New York organizations are also available,
but again for a fee. Are you interested in receiving instructions for
obtaining such lists and directories?

I have seen lists, but never one real specific to this.  I would be
interested in seeing such a list, and might pay a fee. The thing that
concerns me about these things is that sometimes they are dated or
inaccurate, and you usually pay for one use of that list.  If it's not
good, you're out of luck.  The same thing can happen with buying a
list to own.  That's why I'd be especially interested in knowing if
there were a web site or some trade organization I could contact that
might be more live, and reliable.

the information I've gathered. Nearly every one of the professional
organizations detailed have New York chapters. I've included links to
both national and New York chapters (whenever available), vendor

prospect list sources that may meet your requirements. Both offer very
detailed job title and job function targeting.

American Society of Corporate Secretaries (ASCS)

"The American Society of Corporate Secretaries, incorporated under New
York Not-for-Profit Corporation Law on November 6, 1946, is a

corporate secretaries, assistant secretaries and other persons who are

Rechecking my Zapdata criteria - I find that I used New York County,
rather than New York Metro Area, which narrowed the results
considerably. I suggest that you experiment with narrow parameters
first, then combine your criteria into a single list for the best
pricing.
