For those unfamiliar with the terminology, a popcorn ceiling is also
known as an acoustical ceiling. The majority of websites I’ve visited
agree that the best way to clean a dusty popcorn ceiling is to use a
vacuum or a feather duster.

According to The Natural Handyman the best way to clean cob-web's from
a popcorn ceiling is to vacuum the ceiling and the second best way
would be to dust with a feather duster.

“Sprayed acoustic ceilings are relatively fragile, especially if they
have never been painted over. They cannot be washed and the bits of
texture have a tendency to fall off. More than one of my clients has
complained about texture in their soup”
The absolutely best way is to vacuum the cobwebs off. Cobwebs tend to
be rather "greasy" since they catch all sorts of air-borne dust and
cooking smoke. I avoid using any sort of dusting rag or cloth because
rubbing them onto the ceiling can cause marks that are difficult to
remove.”
“The second best choice would be to use a feather duster, but being
careful to lift the cobwebs from the ceiling. Remove the cobwebs from
the feather duster before doing any other dusting or they may leave
marks elsewhere”

duster or vacuum cleaner to clean popcorn ceilings as well.

“The popcorn ceiling above my ceiling fan is very dusty. How can I
clean this without damaging the texture?”

“Usually a feather duster is enough to remove this residue. In areas
with high humidity, or if the fan is located near the kitchen, oil can
mix with the dust, making it a bit more stubborn. A vacuum wand with a
brush attachment should remove this without causing excessive damage
to the textured surface. If a vacuum is not the solution, use caution
as anything more aggressive will likely damage the ceiling. You might
consider re-painting, instead of altering the finish of the ceiling in
that one isolated area. There are actually aerosol ceiling paints,
which are usually used for water stains, which you could likely employ
in this situation.”

At Ask Tool Talk they say that a popcorn ceiling that has been patched
and now has yellow colored strips can be covered with shellac.

“I have run into quite a few jobs where the popcorn, after patching
and respraying, discolored once it was dry. I have found that white
pigment shellac covers any discoloration and prevents future
bleed-through. On some ceilings the shellac was blended in with the
color of the ceiling so I didn't have to paint the entire ceiling. If
not, I would wait 24 hours for the shellac to dry and then paint the
ceiling.”

your ceiling is stained with tobacco smoke the best thing to do is to
seal and repaint.

re-paint. I would use an alcohol or shellac-based stain blocker for

right thickness of roller nap when rolling the ceilings to keep from

meaning the texture wants to roll off the ceiling, you may have no
choice but to re-spray them.”
