I am aware of the motor vehicle crash reports available on line at
http://www.missourinet.com/crashreports/
Where can I find similar motor vehicle crash information, including
the name and address of the parties, for Kansas
City or other Missouri cities?

Is there one specific crash you're looking for? The more information
you give us, the easier it is for us to help you out.

No, I am not looking for one specific crash.  I am looking for list of
all the crashes responded to by the police or an ambulance on any
given day, week, etc.  Take a look at the Missourinet site.  See how
it is a listing of Highway Patrol response data?  That type of
information is what I need.  But, the highway patrol does not respond
to crashes within the city limits.  City police respond.  So, I am
looking for similar information, but for the city police.  It may be
possible to get the information from the ambulance companies as well. 
Although it would be most convenient, I don't necessarily need the
information to be posted on the web.  Missouri has a "sunshine law"
that requires records to be open.  I know that arrest records must be
provided to newspapers, researchers etc. that request them.  The law
specifically states that the governmental body cannot keep the records
secret or require the requester to state a purpose for the records.

The information you're requesting is public record in the state of
Missouri. Such information is not available online. However, you may
certainly get the information directly from the departments
themselves.

To compile a thorough list of such accidents you need to get listings
of state high patrol reports as well as city reports from their
respective departments. The state highway patrol has jurisdiction over
the interstate highways. The city would have jurisdiction over all
other city streets within the city limits.

I have spoken with Lieutenant Hull, the public information officer for
the Missouri State Highway Patrol. He is willing to help anyone out
who is requesting such information from MHP. Your request may take
several weeks. His phone number is 573-526-6115. You would need to
give him specific information about which areas you're looking for
(i.e. cities, highways, etc.), the dates involved in your search, and
any other parameters. Also, be sure to tell him you are looking for
names, addresses, phone numbers, and any other tidbits for which
you're looking.

You would have to request similar information for each jurisdiction
for which you're requesting information. You said you're wanting this
information for cities across Missouri. Below I've compiled a list of
all the cities in Missouri with populations over 40,000 persuant to
the 2000 Census. I've also included the addresses of their police
departments and phone numbers. When making your requests, you would
need to speak/write to the public information officer or public
information director.

When making your requests be as specific as you can. Give exact dates
(i.e. between January 1, 1980 and December 31, 1999) of your search.
Be sure to tell the officers how you'd like the information to be
delivered to you. It's fair to ask for the information via computer
disk, E-Mail, U.S. Mail, or facsimile (depending on the length of the
document).

You may encounter that these officers would like your request to be
put in writing. This is standard practice.
