Do you mean subvention, loan or mortgage? There's no kind of
subvention to build a guest house, if subvention means money
facilities from the spanish government.

I have been reliably advised that subvention (grant of some kind) is
available from the junta of andalucia for tourism related business and
that the plans I have (for a small rural hotel)which are approved by
the town hall in La Vinuela (a local authority in spain)would qualify.
I'm having difficulty find out how to apply.

Hi,
I'm from the UK and presently own land in the south of spain. I have a
building permit for a small rural hotel on this land an have been
advised by a number of spaniards that subvention should be available.
I've also been told of an English couple that received a grant for
apartments in the area, unfortunately I have not yet been able to
trace their address. The region is La Axarquia and the Town Hall is La
Vinuela. The mayor was one of the individuals that suggested I apply
for a subvention however my spanish is not good enough for me to deal
locally. I need a procedure and or an agent.
I understand that the grants are made availble in tranches and the
latest one for hotels is September 2002.

apply for the subvention, read below:

It was created on 19, December 2001 and there you can read:
Spanish:"El plazo de presentación de solicitudes será de un mes desde
la publicación de la presente Resolución"
English:"You will have one month after the publishing of this text to
apply for the subventions"
And it was published on the BOJA (official place to do it) on 24,
January 2002

So the deadline to apply for the subventions was 24, February 2002.
Are you sure you can apply until September? I have found that now (in
september) are publishing the grants.
I found a company you could contact here to manage the subvention in
the case you are interested to apply the next year, tell me what do
you think and if you are interested in all the information I gathered.

I think this information finally answers your question, bear in mind
you cannot apply for the subvention this year, but you can do it the
next one:

-You must declare that you have the non-subventioned money or you can
get it from a bank or another institution to proof the project is
finacially viable
-You must declare that you are a PYME (little and medium sized company
or equivalent (self-employed))
-Also you must declare that you don't have started the subventioned
activity and you will start in the year you apply for the subvention.
-You must present all your project plans, the money you need, for what
you need it and time you need to finish it
-You will need DNI or NIF (there is no specific instructions about
foreign people, I think your passport will be fine)
-In any case, you can be requested for as many documentation they want
-If your application lacks of any requeriment you will be requested to
provide more information and you will have 10 days for that, if not,
your application will be desestimated
