Toluca, or are you looking for a person's address?

I am not sure if you speak spanish, but I guess that you can manage
this language. The Telephone directory of Mexico is in spanish, and I
will to try to guide you to find the address of a person in the city
of Toluca.
The site is "Seccion Amarilla Online"

We start the search in the "Seccion Blanca" page, so click on the
above link. May be the page will ask you for log in. To avoid you to
register I create a user account in the page with the username
phoenix2 and phoenix2 as password Use this, I will receive the spam
fron this people in my own e-mail account.

After log in, you will see a link with this description:
"Búsqueda por nombre y/o dirección"
Click on this link and you will lead to the search page:

Here you must fill some boxes in order to find the person´s address:
- Nombre(s) : put in this box the first name of this person.
- Apellidos : put here the surname.
- Estado : Here select Mexico (Toluca is in the state of Mexico)
- Delegación/Municipio : Click on "Opciones", a pop up window will
open, giving you the option to select the city; select Toluca from the
menu list. Then click on "Aceptar" button, now this field is filled
with the word "Toluca"
The other boxes leave it empty. 
Now click on the word "Siguiente" at the right bottom.
Try as example with the name "Pedro", the surname "Contreras", Mexico
state and
the city of Toluca. You will obtain a list of four people who has
Pedro as a part of his name and Contreras as a part of his surname.
From this results list find the one that match the phone number that
you have.

Remember that : a person appears in the results list only if he is
associated with the phone number.

If you don't know Spanish, use the Google language tools to get an
idea what they want in the boxes.  Looks like they want name or
telephone number and location.

Another suggestion is to try a 24/7 reference link from a large public
library that may have the toluca mexico telephone book.  ie Los
Angeles, Chicago,
Houston, etc.  You can ask them to look up the number.

Unaami-ga is correct. You can find a reverse lookup at the link he
provided below.

Where it says "Clave lada y Número Telefónico",  write the area code
and phone number.

Where it says "Estado/Localidad", choose Toluca,Mex from the dropdown
menu.

Then press "Buscar" which is find.
