I use ad/cookie/popup blocking software on my system, and on occasion,
I am not able to access a website for such reasons as:
1) they have structured the website not to load in your browser unless
and until you allow them to set a cookie on your system;
2) the site you are accessing requires the ability to open a pop-up
window.

You can encounter similar problems if you have set your browser to
disable cookies.

If either of these is true in your case, I recommend turning off your
blocking software and/or setting your browser to "prompt before adding
cookies". Before you accept a cookie, you can usually click on "More"
information to find out the domain name that is trying to set the
cookie.

Afterwards, I always access the "Cookies" folder on my computer and
delete the unwanted cookies.
